Jill L’Estrange tells us why she and other residents don’t want a Woolworths supermarket in Mosman.

Mosman Village is unique. It is one of the few remaining suburbs in Sydney that has retained its physical village character and atmosphere.

This character and atmosphere is due to the abundance of attractive shops, many of heritage significance, providing a variety of goods and essential services.

The shops located along Military Road provide restaurants and coffee shops that sit next to high end fashion retailers, financial institutions, food suppliers, jewellery stores, and more, creating an attractive destination for locals and visitors to the suburb.

The Village is a place where residents can meet during their daily shopping routine and enjoy the communal facilities on offer.

Mosman foremost is a community and that sense of community is enhanced by shopping where proprietors and customers build personal relationships. This leads to a sense of pride in the suburb and a sense of belonging to all concerned.

This sense of community is important to the mental, physical and social well-being of the individuals who live and shop in Mosman.

There is no doubt that a Woolworths’ supermarket would take substantial market share from various food retailers in Mosman, not only the three other existing supermarkets but also Harris Farm Markets and the smaller fruit and vegetable retailers, butchers, patisseries, bread shops and delicatessens. Many of these shops may be forced out of business as their market share dwindles. The result will be that the character of Mosman Village will be irreparably damaged.

Whilst the extent of Woolworths’ ambitions have not been revealed, we do know that:

  • a percentage of land fronting Military Road between Belmont Road and Gouldsbury Street has been purchased by Woolworths and that they are currently negotiating on the purchase of further retail properties.
  • it has been reported in the Mosman Daily that Woolworths has expended approximately $18m on the purchase of these properties.
  • we can surmise that they have an extensive retail development in their sights which will include underground car parking for a large number of cars.

We need to protect our Village, our precious asset, from desecration by a mega supermarket chain.

Once our Village has lost its character it cannot be retrieved.

With this proposed development will come increased traffic, not only local traffic but from neighbouring suburbs. The catchment area for a Woolworths store in Mosman is likely to be from Cremorne to Seaforth.

Mosman traffic is already at peak capacity exacerbated because it is located on a peninsula. Increased traffic will cripple the suburb, impact on the residential areas and detract from the quality of life of Mosman residents.

As the proposed development is wedged between two schools, the increased traffic to this area, whether it be supply trucks or customers will not only result in a gridlock as parents collect their children from school but it will be a serious risk to pedestrian safety.

As a community we must stand together, voice our opposition and stand against Woolworths’ planned development.

Response #1 from Felicity Wilson, MP

We have received a very disappointing and dismissive response from the office of Felicity Wilson MP, our local member of state parliament.

We wrote to Ms Wilson seeking her support in our opposition to a Woolworths development in Mosman.

The response made it clear that Felicity Wilson has no interest in listening to or acting on the Mosman community’s concerns, claiming the issue is entirely a council matter and not relevant to her role as a state member of parliament.

This is all the more surprising given that Mosman Mayor Carolyn Corrigan is contesting Felicity Wilson for the seat of North Shore in the looming state election.

We urge MVC members and concerned local residents to make their views known to the current local member at:

I have shared your concerns with Ms Wilson and she appreciates the time you have taken to detail your concerns. As Ms Wilson is currently on maternity leave, she has asked me to respond with the following on your behalf. 

While your email pertains to a Mosman Council matter, Ms Wilson is aware of this issue. 

Our office has been advised by Mosman Council that at present, no development application has been submitted for the creation of a Woolworths supermarket in Mosman. 

Should such an application be submitted, I encourage you to get involved in Mosman Council's community consultation process and liaise with Mosman Council in this regard.

Woolworths ‘final nail in the coffin’

“Woolworths Metro [is] the ‘final nail in the coffin’ for small businesses struggling to compete” writes James Hall at news.com.au, 10 January 2019.

“Woolworths’ new convenience store-style shop in [Kirribilli] has only been open two days but already competitors are feeling the squeeze.”

According to the article the neighbouring fruit shop owner has cancelled his lease and in desperation a nearby convenience store has consolidated its florist business within the main store to cut costs.

The local bakery manager is quoted as saying that the “Woolworths Metro will affect every business in the close-knit community” and “we’re already facing parking problems now and it’s still holidays, when people are back it’s going to be a really big problem.”

We don’t yet know what Woolworths plans are for Mosman, but this story confirms that regardless of size and scale any Woolworths development in the heart of Mosman village will harm its village character, increase traffic congestion and suck the life out of our local shops and businesses.

Woolworths responds to MVC

In November 2018 Mosman Village Community wrote to all directors of Woolworths Group to raise our concerns and opposition to a major shopping development in the heart of Mosman Village.

In early December we received a response from Ralph Kemmler, Director of Property, who has responsibility for Woolworths’ property business nationally, including their “interests in Mosman”.

The response stated “it is important to note that we [Woolworths] are in the earliest stages of investigating what an opportunity in Mosman could look like. This currently includes a review of market demand in the area and discussions with neighbouring landowners.”

Mr Kemmler further said, “my team will undertake a consultation in Mosman in the new year, to understand how a potential future Woolworths investment could help meet local needs.”

The Chairman of Woolworths, Gordon Cairns, responded in late December, stating “Woolworths’ consideration of a possible presence in Mosman is in its early stages.” 

Mr Cairns gave an assurance that “your concerns have been heard by both the Board and the management team.” He further expressed “a commitment to consulting with the community during this process.”

Given the tens of millions of dollars Woolworths has already spent we would expect they are much further down the planning path than their responses suggest.

And despite the pro forma assurances, we remain concerned that community consultation has so far been non-existent and will, if undertaken, be solely on Woolworths’ terms, limited in scope and unlikely to put community concerns and opposition ahead of Woolworths’ commercial  interests.

What we know so far…

Woolworths formed two companies:
  • Mosman Club Community Project Pty Ltd (registered September 2014)
  • Mosman Community Project Pty Ltd (registered October 2014)

These companies own six sites in the stretch between the Pasta Zu shop and the Flight Centre as well as possibly the house at 40 Gouldsbury Street, which adjoins the small council car park in Gouldsbury Street.

Woolworths recently stated:
  • “… we have purchased several properties on the border of Military Road and Gouldsbury Street with a view that this site could potentially in the future be part of a mixed use development which could in some capacity include a supermarket”
  • “Woolworths representatives are currently scheduled to meet with Mosman Council within the next few months, which would be the commencement of our extensive engagement process. We look forward to future engagement with the local community and key stakeholders regarding any future plans.”
Mosman Club recently stated:
  • “Mosman Club is not associated with the Mosman Club Community Project Pty Ltd or the acquisition of neighbouring properties by other entities including Woolworths.”
  • “… we have no plans to enter into an agreement with Woolworths…”
  • “Mosman Club has not received an offer from Woolworths, or any other party, to redevelop the existing club premises.”

Mosman Village Community formed.

Mosman Village Community was formed following a meeting of over 250 residents held on 22 October at Warringah Bowling Club.

The meeting was informed of the possibility of a massive Woolworths development in the heart of Mosman village between Belmont Road and Gouldsbury Street.

The views expressed at the meeting indicated overwhelming opposition to any development which threatens the character and amenity of Mosman Village and which exacerbates the already significant traffic congestion on Military Road.

The purpose of Mosman Village Community is to monitor Woolworths’ plans for the area, keep Mosman residents informed of those plans and ultimately to encourage Woolworths not to proceed with this development.

The meeting was reported in the Mosman Daily (25 October 2018) and a short summary was posted on the Mosman Living Facebook page.

We anticipate Woolworths will want to organise and control small  community group consultations in the near future, in which case any feedback on such meetings would be appreciated.

We will keep you up to date on any further developments and organise future meetings as required.
